Guidance on EU Explosives Precursors Regulation 2019/1148

The European Union Regulation on the Marketing and Use of Explosives Precursors (EU 2019/1148) came into force on 1 February 2021 and introduced strengthened controls on certain chemical substances that may be misused in the manufacture of explosives. The regulation aims to improve security, prevent illegal use of explosive precursor chemicals, and ensure responsible handling throughout the supply chain.

Within the Oscrete and Adcrete product portfolio, the regulation applies to products containing calcium nitrate. As economic operators, we have implemented the necessary measures to comply with the legislation, including updating Safety Data Sheets, informing customers of their obligations, maintaining transaction records, and providing staff training.

Professional users also have important responsibilities under the regulation. These include ensuring legitimate use of applicable products, maintaining secure storage arrangements, keeping purchase records for a minimum of 18 months, and reporting any suspicious transactions, thefts, or disappearances to the appropriate authorities within 24 hours.

The regulation is designed to protect businesses, communities, and critical infrastructure by reducing the risk of chemicals being diverted for unlawful purposes. Customers should remain vigilant and be aware of potential indicators of suspicious behaviour, including unusual purchasing patterns, reluctance to provide information about intended use, or requests for unusual delivery arrangements.

We encourage all customers and partners who purchase or handle products containing regulated explosives precursors to familiarise themselves with their obligations under EU 2019/1148 and ensure appropriate procedures are in place within their organisations.
